Strategic Plan 2026–2030
Built for the moment — advancing the future
Pillar 3
Strengthening healthier communities where everyone can thrive
Communities across Washington and the five-state WWAMI (Washington, Wyoming, Alaska, Montana and Idaho) region face growing workforce shortages, rapid technological change and persistent inequities. These challenges affect health, opportunity, resilience and quality of life. By expanding access to high quality, equitable care, strengthening the health workforce and addressing the broader conditions that shape health and well-being, we will ensure innovation improves lives and help communities thrive.
UW Medicine and our health sciences schools will collaborate more deeply with partners across the University to harness big data, AI and emerging technologies to accelerate breakthroughs and reimagine care delivery. By bringing together research and expertise across disciplines, we can better understand and respond to the interconnected factors that shape how long and how well people live. In doing so, we will address the social, economic, environmental and health foundations that help individuals and communities flourish locally and globally.

Objective 3.A.
Expanding access to care
Access to high-quality, equitable care is essential to healthier communities and improved quality of life across Washington and the WWAMI region. UW Medicine will be the healthcare provider of choice in the Puget Sound region. We will strengthen the regional health workforce and make it easier for patients and communities to connect with the services and support they need. Through these efforts, the UW will improve health outcomes, advance health equity and help meet evolving regional needs.
Corresponding actions for Goal 3.A.1:
- Ensure that care, services and therapies are available and accessible to all populations across Washington, including UW employees.
- Partner with community, tribal and regional organizations to identify barriers to care and expand access to culturally responsive services.
- Examine access to post-acute care and optimize the use of existing clinical, research and operational assets to improve continuity of care, access and patient outcomes.
- Optimize, and where possible, strategically grow capacity in high-impact clinical services such as cancer, cardiology and transplant surgery.
- Optimize capacity to reinvest in our public and academic mission.
- Expand the clinical capacity of UW Medical Center – Montlake while preserving the co-location and integration of patient care, teaching and research in close partnership with UW health science programs across the three campuses.
- Develop and implement innovative care delivery models that integrate digital tools and human-centered design to create the hospital and clinic of the future.
Corresponding actions for Goal 3.A.2:
- Expand educational capacity, training infrastructure and learner resources across the three UW campuses and WWAMI training sites to meet regional workforce needs.
- Align health workforce development strategies with current and projected regional healthcare workforce needs through ongoing assessment and planning with employers and communities.
- Engage community providers who are not currently involved in clinical training by demonstrating the value of partnership in addressing regional workforce and community health needs.
- Strengthen career pathways into health professions through partnerships with underserved, tribal and rural areas across WWAMI to address community-identified workforce needs and reduce barriers to entry to training.
Corresponding actions for Goal 3.A.3:
- Continue to design care and services around the needs and experiences of patients and communities by leveraging community needs assessment data, population health data and patient feedback.
- Increase capacity to help patients access and navigate care especially in maternal, mental, behavioral and community health settings.
- Pursue systems re-design and develop systems-level processes that leverage technologies to create more seamless patient pathways across the UW and community-based services.
- Partner with community organizations to extend community-based access to health information, care navigation support and culturally responsive services for underserved patients.
- Improve visibility, wayfinding and access to UW resources and services through technology-enabled navigation tools and reduced barriers to access.

Objective 3.B.
Driving technological innovation that meets the needs of humanity
The UW will lead in the responsible development and use of big data, AI and other emerging technologies to improve health and well-being. By combining technological innovation with strong commitments to ethics, governance and trust, we will help ensure emerging technologies deliver meaningful benefits for patients, clinicians and communities. Through deeper collaboration across UW Medicine, our health science schools and technology-focused fields, we will accelerate the translation of innovation into practical applications that improve health outcomes and advance health equity across Washington and the broader WWAMI region.
Corresponding actions for Goal 3.B.1:
- Establish community-informed partnerships and decision-making processes for emerging technologies by engaging community members, health professionals, researchers and technologists from the outset to identify priority health challenges and inform technology development, governance and deployment decisions.
- Develop and implement frameworks for the governance, monitoring and evaluation of emerging technologies that address equity, privacy, bias, environmental impacts, safety, effectiveness, accountability and health outcomes.
- Promote responsible innovation in technology by recognizing and incentivizing practices that advance equity, transparency, safety, accountability and trustworthy use.
- Strengthen data infrastructure, analytics capabilities and responsible data-sharing practices.
Corresponding actions for Goal 3.B.2:
- Establish mechanisms to advance promising innovations from pilot environments to implementation and scale across the health system and communities the UW serves.
- Strengthen the implementation capacity, support systems and expertise needed to help researchers, clinicians and partners advance innovations from development to sustainable adoption.
- Align institutional policies, incentives, funding strategies and recognition programs to accelerate translation, adoption and measurable impact.
- Prioritize investments in technologies, capabilities, partnerships and talent that strengthen the pathways from innovation to improved patient and population health.
- Increase visibility of promising innovations and implementation opportunities by connecting researchers, clinicians, patients and community partners through networking events, matchmaking, shared platforms and other intentional engagement across the University.
